Dr Sijbolt Noorda (1945) is president of the Association of Universities in the Netherlands (VSNU, The Hague) and representative of The Netherlands to the Council of the European University Association. He chairs EUA's steering group on Open Access.

Between 1984 and 2006 Dr Noorda was president and vice-president of the University of Amsterdam and Free University Amsterdam. From 1998 to 2006 he chaired the Dutch national committee for ICT and research. He was one of the founders of SURF (the Dutch association for ICT in Higher Education and Research) and has served as its vice-president for 15 years.

He also chairs the editorial council of Academische Boekengids, a book review journal published by Amsterdam University Press. He is a frequent speaker at international meetings on scholarly publishing.
